    Este primer informe anual del Centro Internacional de Mejoramiento de Maíz y Trigo tiene dos propósitos: 1) dejar constancia escrita de los objetivos, filosofía y política general del Centro, y 2) dar a conocer los progresos y resultados obtenidos durante el año pasado. El Centro Internacional de Mejoramiento de Maíz y Trigo (CIMMYT) emergió después de muchos años de esfuerzos cooperativos entre la Fundación Rockefeller y los gobiernos de México, Guatemala, Nicaragua, El Salvador, Costa Rica, Honduras, Panamá, Colombia, Ecuador, Chile y más recientemente de la India, en el mejoramiento del maíz y el trigo en cantidad y calidad. La historia de este trabajo cooperativo se ha presentado en los informes anuales del Programa de Ciencias Agrícolas de la Fundación Rockefeller los años de 1959 a 1965. El Centro fue originalmente establecido en 1963 como un programa cooperativo con la Secretaría de Agricultura y Ganadería de México. Sin embargo, las demandas ejercidas por el creciente déficit de alimentos eil el mundo, motivaron que a principios de 1966 se reestructuraran y ampliaran las' actividades de este programa. Como resultado, el Centro se reorganizó, y el 12 de abril de 1966 se estableció de acuerdo con las leyes mexicanas como una organización científico-educativa sin fines de lucro por la Secretaría de Agricultura y Ganadería de México y la Fundación Rockefeller para ser gobernada por una junta internacional de directores. Esta nueva estructura da la necesaria libertad de acción para los programas mundiales del CIMMYT y le permite recibir fondos de todas las agencias interesadas en promover sus metas. El Consejo Directivo del Centro, en su primera reunión celebrada el 19 de septiembre de 1966, aprobó los programas para el año 1967. La mayor parte del financiamiento fue aportado por las Fundaciones Ford y Rockefeller.

    CIMMYT Report 1966-67

    This first annual report of the International Maize and Wheat Improvement Center has a two-fold objective: 1) to set down in type the objectives, philosophy and broad policy outline of the Center and 2) to report on progress and results obtained during the past year. The CIMMYP evolved from many years of cooperative effort between the Rockefeller Foundation and the government of Mexico, Central America, Colombia, Ecuador, Chile, and more recently India, in the improvement of quantity and quality of maize and wheat. The history of this cooperative work is adequately described in the Annual Reports of the Rockefeller Foundation's program in the Agricultural Sciences covering the years 1959-65. The Center was originally established in 1963 as a cooperative program with the Mexican Ministry of Agriculture. However, by early 1966 the growing demands on this program by the ever-widening food gap around the world indicated the need for a restructuring and expansion of activities. As a result, the Center was reorganized and established on April 12, 1966, in accordance with Mexican law, as a non-profit scientific and educational institution by Mexico's Ministry of Agriculture and the Rockefeller Foundation to be governed by an international board of directors. This new organizational structure provides the CIMMYT with the necessary freedom for operation of its world-wide programs and for receipt of funds from all agencies interested in advancing its goals. The board in its first meeting on September 19, 1966, approved the programs for the calendar year 1967; major financial support was provided by the Ford and Rockefeller Foundations.
